Limit on PQ's per Day? Empty Limit on PQ's per Day?

I noticed I low rate people are just Abusing the PQ and are not even working towards there rebirth. Me as some1 who prefers to train, I'm getting rather annoyed by this. How am I suposed to compete with theese ppl if my EXP im recieving in nowere near What they get for doing the JQ section and then just repeating this sequence.
