Can't vote?

Okay when I try to vote(I'm definitely not on maplestory or logged in) it shows me this message :
Notice: A session had already been started - ignoring session_start() in C:\wamp\www\pages\vote.php on line 2
You have voted in the last 12 hrs. Your last voted time : 22:31 - 03/20/10
It's been saying that for the last 2 days and when I try to vote it doesn't give me nx.
Please help.
