Ok here's what happened:

I rebirthed for the first time *yay me* I started lvling up to 184 then went to bed. All good right? WRONG

Today I went on. I was receiving no exp so I exp fixed. I still got no exp. I made a new character and I got exp. I'm like wtf. I thought I had max mesos (200mil) so i put in bank. When I picked up mesos, it did not show up in the corner above hotkeys. Neither did the exp. IGN is Gambler. New Character that works is Hustler. Respond soon.
